Kenneth W. Stuebing, BHSc, CCP(f)

Executive Director/Fire Chief Halifax Regional Fire & Emergency

Chief Stuebing has almost 40 years of experience in both career and

volunteer emergency services across Canada. Known internationally

for his visionary leadership, he is passionate about public safety and

community risk reduction, using innovative strategies and technology

to develop a highly capable and empowered workforce.

He began his career as a Paramedic in 1984, later becoming a Critical

Care Flight Paramedic on “Bandage 1” in Toronto and the

Education/Research Program Manager at Hamilton Health Sciences.

In 1988, he transitioned to firefighting with the Kitchener Fire

Department, advancing to Captain before joining the Winnipeg Fire

Paramedic Service in 2006 as Assistant Chief of Operations,

overseeing 1,200 personnel.

In 2007, he was promoted to the Deputy Chief of Professional

Development and led many change initiatives following a fire that

killed two firefighters and critically injured 3 others.

In 2013, he was appointed Fire Paramedic Chief for Chatham-Kent

managing fire, EMS and emergency management. During his last two

years he was also the general manager of community development

and responsible for Parks & Recreation, Libraries and the “Living in

CK” team.

In 2017, he joined the Nation’s oldest fire service as Fire Chief for

Halifax Regional Fire & Emergency (HRFE), a Metropolitan Composite

Service with over 1300 members and 52 stations covering 5500

Square Kilometers.

During this time HRFE has faced many historic events from 5 alarm

incidents, fire fatalities, line of duty deaths, COVID, hurricanes,

wildfires, flashfloods, heat domes, snowstorms, flash freezes and now

a housing crisis in Canada’s fastest growing community.

Involved in professional associations, Chief Stuebing served as

President of the International Association of Fire Chiefs (IAFC) during

the pandemic, representing North America globally. He is the Metro &

Big City Representative on the National Advisory Council with the

Canadian Association of Fire Chiefs (CAFC), and is a Director for the

Fire Service Association of Nova Scotia (FSANS) and a Board

member for the Canadian Fallen Firefighter Foundation (CFFF).

Chief Stuebing holds a Bachelor Degree in Health Sciences with

Charles Sturt University (Australia), a Masters Certificate in Municipal

Leadership with York University (Toronto), a Diploma from Seneca

College and Certificate from Conestoga College in Aeromedical and

Ambulance & Emergency Care respectively.
